Each year, CSG convenes state leaders from all three branches of government, subject matter experts and private sector and community partners from across the U.S. to share ideas and explore solutions to the complex policy issues facing the states. Working with fellow state leaders from across the country and across the aisle, attendees of the CSG National Conference can learn from one another and build relationships to help solve problems and build and shape public policy. Join CSG in Chicago for the 2025 National Conference; registration will open in spring 2025.

CSG Henry Toll Fellowship
Lexington, Kentucky | Aug. 8-12, 2025
The Henry Toll Fellowship, named for CSG founder, Colorado Sen. Henry Wolcott Toll, is one of the nation’s premier leadership development programs for state government officials. Each year, the Toll Fellowship brings officials from each of the four unique CSG regions and all three branches of state government to Lexington, Kentucky, for an immersive five-day training opportunity. The program’s sessions are designed to stimulate personal assessment and growth while providing priceless networking and relationship-building opportunities. Applications open Feb. 1; the deadline to apply is May 1.

CSG 20 Under 40 Leadership Award
The CSG 20 Under 40 Leadership Award recognizes the outstanding work of 20 up-and-coming elected or appointed officials from across the country who exemplify strong leadership skills and have demonstrated a true commitment to serving their state or territory. Recipients are honored at the 2025 CSG National Conference in December. Applications will open Feb. 1; the deadline to apply is Aug. 1.

CSG Medicaid Leadership Academy
Fall 2025
The CSG Medicaid Leadership Academy allows state leaders from the legislative and executive branches to hear updates on the latest developments with the joint federal-state program, engage with top Medicaid policy experts, and share details of successful initiatives in their states.

Youth and Families in Crisis Convening
Spring 2025
The CSG Justice Center is hosting an unprecedented, multi-state convening for teams of policymakers and state leaders from across education, child welfare, juvenile justice and behavioral health. Teams will work together to develop comprehensive plans for statewide implementation of adolescent behavioral health, violence prevention, and youth development services.

Stepping Up 10th Anniversary
Summer 2025
May 2025 marks 10 years of Stepping Up, which works to reduce the overincarceration of people with severe mental illness by supporting counties with data collection and standing up programs to improve outcomes for people with behavioral health needs. The Stepping Up team looks forward to sharing insights, lessons learned and next steps for the program, including at a ceremony during the 2025 National Association of Counties Annual Conference & Exposition.

CSG Justice Center Advisory Board Meeting
Indianapolis, Indiana | Fall 2025
The CSG Justice Center Advisory Board annually meets with staff in person to discuss ongoing work, emerging trends and opportunities, and potential areas for improvement. The 2025 meeting will be in Indianapolis, offering opportunities for attendees to hear new ideas and perspectives that set the priorities for the coming year.

CSG East 64th Annual Meeting and Regional Policy Forum
Providence, Rhode Island | Aug. 17-20, 2025
The CSG East Annual Meeting and Regional Policy Forum brings together state, territorial and provincial leaders and staff from the region to collaborate, network and exchange ideas on the top policy issues of the day. Attendees can meet peer leaders, explore emerging trends and take home new ideas to improve their own communities. Sessions will focus on CSG East policy areas, including agriculture and rural development, education and workforce development, energy and environment, health, housing, transportation and more.

Robert J. Thompson Eastern Leadership Academy (ELA)
Philadelphia, Pennsylvania | Aug. 24-28, 2025
The Robert J. Thompson Eastern Leadership Academy, run in partnership with the University of Pennsylvania Fels Institute of Government and supported by the Commonwealth of Pennsylvania, welcomes roughly 30 rising leaders from state, provincial and territorial governments in the Eastern region. This four-day program involves a rigorous schedule of focused skills-building sessions with top speakers and facilitators and opportunities to build strong working regional relationships.

The EASTrain service is one of the major benefits of membership in CSG East. Comprehensive, customizable leadership training sessions are offered to member states by legislative leadership request and delivered in the state capitol at little or no cost to the state legislature.

CSG Midwestern Legislative Conference (MLC) Annual Meeting
Saskatoon, Saskatchewan | July 27-30, 2025
The CSG Midwestern Legislative Conference Annual Meeting allows members to participate in a wide variety of learning and networking opportunities, all of which are geared toward advancing the work and service of the region’s state and provincial legislators. The member-driven agenda features a mix of expert-led policy sessions, renowned speakers, professional development workshops and special evening events.

Bowhay Institute for Legislative Leadership Development (BILLD)
Madison, Wisconsin | Aug. 22-26, 2025
The 30th class of the Midwestern Legislative Conference’s Bowhay Institute for Legislative Leadership Development will meet for five days of learning, leadership development and relationship building. BILLD serves state and provincial legislators in their first four years of service. A bipartisan, binational group of BILLD Fellows is selected every spring via a competitive application process overseen by the MLC’s BILLD Steering Committee.

Through its Policy Workshop Series, the CSG Midwestern Legislative Conference provides the region’s state and provincial policymakers with opportunities to take a deep dive into a single topic of pressing concern to the Midwest, share ideas among their peers, and develop greater public policy expertise.

Under the Dome
CSG Midwest’s Under the Dome initiative reflects the Midwestern Legislative Conference’s commitment to bring in-state training to its members: the region’s state and provincial legislators. With help and guidance from legislative leadership in individual states or provinces, Under the Dome delivers customized training to lawmakers inside their state capitols or virtually, including briefings covering important policy areas and workshops focused on professional development and consensus building.

CSG Southern Legislative Conference (SLC) Annual Meeting
Birmingham, Alabama | July 19-23, 2025
CSG South hosts the Southern Legislative Conference, the largest regional gathering of legislative members and government staff. SLC boasts an array of well-established programs — focusing on both existing and emerging state government innovations and solutions — providing policymakers and government staff diverse opportunities to interact with experts and share their knowledge with colleagues. Center for the Advancement of Leadership Skills (CALS)
Nashville, Tennessee | Oct. 19-23, 2025
The Center for the Advancement of Leadership Skills is for current elected or appointed members of state legislatures and judicial and executive branches. The five-day workshop event takes selected CALS scholars through activities and instruction focusing on the program’s four central components — communication, conflict resolution, consensus building and critical decision-making. Applications open January 2025.

Staff Academy for Governmental Excellence (SAGE)

The Staff Academy for Governmental Excellence is a professional leadership development program for Southern state legislative, judicial, executive and agency staff. In addition to developing their personal and professional leadership skills, participants build a network of their peers from across the Southern region. By shaping staff leaders, SAGE ultimately aims to provide the public with more effective state governments.

Policy Masterclasses
Fall 2025
Each fall, the CSG South Policy Masterclass Series offers members the opportunity to dive deeply into the nuances of timely policy issues. In addition to substantive policy briefings and interactive experiences, Policy Masterclasses facilitate opportunities for members to explore ideas with their peers in a confidential environment. CSG West Annual Meeting
Jackson, Wyoming | Sept. 16-19, 2025
Join fellow Western state leaders in Jackson, Wyoming, for the 2025 CSG West Annual Meeting, where they’ll be “innovating at new heights.” Members will sharpen their policy expertise, develop leadership skills and discover innovations on the region’s critical issues. Jackson promises to awe attendees and guests with outdoor adventures, breathtaking views of the Grand Tetons, wildlife and more.

Western Legislative Academy (WLA)
December 2025
Each year, Western region state legislators are selected to participate in the Western Legislative Academy, a multi-day training experience focused on sharpening leadership skills needed to excel in a legislative environment. Faculty from academic, military and legislative backgrounds engage class members in interactive sessions that expand understanding and fosters relationships.
