Sen. Dominick J. Ruggerio
Rhode Island | Senate President
A representative of Rhode Island Senate District 4, Ruggerio has served as Senate president since March 2017, and previously served as majority leader and majority whip. First elected to the Senate in 1984, he is the “Dean,” or most senior member, of the Senate. Ruggerio’s career in public service started as a policy aide to the lieutenant governor in 1977. During his time in the General Assembly, he has focused on economic development, co-sponsoring the Senate’s initiatives to make it easy to do business in Rhode Island by reforming the income tax code, cutting red tape, improving access to capital and building the skills of the workforce.

Rep. K. Joseph Shekarchi
Rhode Island | Speaker of the House
Shekarchi was first elected Speaker of the Rhode Island House of Representatives in January 2021. He previously served as House majority leader and chair of the House Labor Committee. As speaker, housing policy has been atop Shekarchi’s agenda, shepherding 30 bills into law that are designed to tackle the state’s housing crisis from multiple angles. Under his leadership, Rhode Island created its first-ever dedicated funding stream for affordable housing, banned housing discrimination against individuals who receive government assistance to pay their rent, created the first Department of Housing headed by a cabinet level secretary, and invested more than $350 million to address housing and homelessness in the past two budgets.


2025 CSG Midwest Chair
Minister Lori Carr
Saskatchewan
Carr, a long-standing, dedicated member of many community organizations and the local government of the Saskatchewan town of Estevan (located about 15 miles from the Canada-U.S. border), was first elected to the Saskatchewan Legislative Assembly in 2016. She has since served in numerous leadership positions for the Government of Saskatchewan, including most recently as Minister of Highways and Government House Leader. In the community, Carr remains active as a board member for the Air Cadet League, Sun Country Health Region and Ducks Unlimited. She also served on the Estevan City Council for 10 years.


2024-25 CSG South Chair
Rep. Nathaniel Ledbetter
Alabama | Speaker of the House
After a career in the electrical co-op industry and local government in Rainsville, Alabama, Ledbetter was elected to the Alabama House of Representatives in 2014. In 2017, he became the first freshman elected majority leader by the House Republican Caucus. As majority Leader, Ledbetter was tasked by Gov. Kay Ivey to address Alabama’s mental health challenges, leading to an overhaul of the crisis care system and significant investments in free treatment. In 2023, he was unanimously elected the 67th Speaker of the Alabama House, focusing on historic tax cuts, economic development and enhancing Education.


2025 CSG West Chair
Rep. Mike Yin
Wyoming | Minority Floor Leader
Yin represents the residents of Jackson, Wyoming, in the heart of Jackson Hole. Currently in his second term, Yin sits on 10 committees, working to serve his community and state. He also works full time as a software developer who writes code for mobile apps. Raised in Georgia, Yin watched his immigrant parents contribute to and serve their adopted communities, recognizing that he, too, needed to serve his own community. He is the first Chinese American to serve in the Wyoming Legislature. When not in session, Yin enjoys the natural beauty of his state by snowboarding.
